On Monday, the Roanoke City Council will receive a briefing from KC Bratton, the city’s director of real estate valuation, on the appeals process for this year’s projected valuations.
Bratton previously said in a January briefing that Roanoke had an 8.23% projected total increase in assessed value from July 2024 assessments. Residential assessed values had a 10.92% increase.
The real estate valuation office received 392 appeals this year on new valuations, 337 of those being residential. Almost $75 million in real estate value was appealed.
Of the appeals received, 31.2% resulted in a decreased assessment from the city.
The number of appeals the city receives has been generally increasing since 2021, a graph in the presentation shows. But this year, appeals fell, as 2024 saw a high of 484 total appeals.
If a resident appeals and their valuation is upheld by the Office of Real Estate Valuation, they may appeal to the Board of Equalization. The deadline to do so is April 7.

Public hearings
During the evening session, the council will hold two public hearings.
The first is from Shiffer Properties, which is looking to change the proffered conditions for the Harley-Davidson property on Peters Creek Road Northwest. The owner is looking to sell a single-unit dwelling on the property that is not needed for business operations, the agenda report says.
The second public hearing is on the Housing and Urban Development Consolidated Plan 2025-2029 and the 2025 Annual Action Plan.
The consolidated plan, according to the agenda report, outlines how the city might focus resources for the next five years in housing, homelessness, human services and neighborhood and economic development. The city is also required to develop the annual plan, which outlines funding priorities.
